A. DIESEL PRICES IN APRIL DECLINED SHARPLY TOWARD THE END OF THE MONTH

In April 2026, Diesel 0.05S-II prices recorded significant fluctuations with consecutive increases and decreases across various adjustment periods announced by the Ministry of Industry and Trade and the Ministry of Finance. These price movements clearly reflected the impact of the global energy market as well as domestic fuel management policies on transportation fuel.
Trong tháng 4/2026, giá dầu Diesel 0.05S-II ghi nhận nhiều biến động mạnh với các đợt tăng giảm liên tiếp theo từng kỳ điều chỉnh giá của Liên Bộ Công Thương – Tài chính. Diễn biến giá trong tháng phản ánh rõ tác động của thị trường năng lượng quốc tế cũng như các chính sách điều hành trong nước đối với mặt hàng nhiên liệu vận tải.
According to data published on the Petrolimex website (https://www.petrolimex.com.vn/ndi/thong-cao-bao-chi), diesel prices increased sharply at the beginning of the month. Specifically, on April 2, 2026, Diesel 0.05S-II prices were adjusted to approximately VND 40,820 per liter. Just one day later, on April 3, 2026, prices continued to surge to around VND 44,780 per liter – the highest level recorded during April.
Theo số liệu công bố tại website Petrolimex (https://www.petrolimex.com.vn/ndi/thong-cao-bao-chi), giá dầu Diesel đầu tháng tăng rất mạnh. Cụ thể, ngày 02/04/2026 giá dầu Diesel 0.05S-II được điều chỉnh lên mức khoảng 40.820 đồng/lít. Chỉ một ngày sau đó, vào ngày 03/04/2026, giá tiếp tục tăng mạnh lên khoảng 44.780 đồng/lít – mức cao nhất trong tháng 4.

However, the upward trend did not last long as the market entered a period of sharp downward adjustments. On April 8, 2026, diesel prices decreased slightly to VND 42,840 per liter. By April 9, 2026, diesel prices dropped significantly to around VND 32,960 per liter and continued falling to VND 31,040 per liter on April 16, 2026 after the Government implemented tax reduction policies on fuel products to support the market.
Tuy nhiên, xu hướng tăng không kéo dài lâu khi thị trường bắt đầu bước vào giai đoạn điều chỉnh giảm mạnh. Ngày 08/04/2026, giá dầu giảm nhẹ xuống còn 42.840 đồng/lít. Đến ngày 09/04/2026, giá dầu giảm sâu xuống khoảng 32.960 đồng/lít và tiếp tục giảm còn 31.040 đồng/lít vào ngày 16/04/2026 sau khi Chính phủ áp dụng chính sách giảm một số loại thuế đối với xăng dầu nhằm hỗ trợ thị trường.

In the last period of the month, diesel prices continued their downward trend and remained significantly lower than at the beginning of April. Prices on April 21, 2026 were around VND 27,850 per liter and further declined slightly to VND 26,690 per liter on April 23, 2026. During the adjustment period on April 29, 2026, Diesel 0.05S-II prices has increased slightly to VND 28,170 per liter but remain at low levels, reflecting the clear cooling trend of the domestic fuel market.
Trong giai đoạn cuối tháng, giá dầu tiếp tục duy trì xu hướng giảm và dao động quanh mức thấp hơn đáng kể so với đầu tháng. Giá dầu ngày 21/04/2026 ở mức 27.850 đồng/lít và tiếp tục giảm nhẹ xuống khoảng 26.690 đồng/lít vào ngày 23/04/2026. Đến kỳ điều chỉnh ngày 29/04/2026, giá dầu Diesel 0.05S-II tăng nhẹ lên mức 28.170 đồng/lít nhưng vẫn duy trì ở mức thấp , phản ánh xu hướng hạ nhiệt rõ rệt của thị trường nhiên liệu trong nước.

Overall, diesel prices in April 2026 experienced a period of sharp increases at the beginning of the month before declining significantly toward the end of the month. Although prices at the end of the month were substantially lower than the peak recorded at the beginning, the average fuel price for the month remained high and directly impacted transportation costs.
Nhìn chung, giá dầu Diesel trong tháng 4/2026 trải qua giai đoạn tăng rất mạnh đầu tháng trước khi giảm sâu về cuối tháng. Mặc dù mức giá cuối tháng thấp hơn đáng kể so với đỉnh đầu tháng, mặt bằng giá nhiên liệu bình quân trong tháng vẫn ở mức cao, ảnh hưởng trực tiếp đến chi phí vận tải.

The Fuel Surcharge (FSC) is not fixed but is adjusted periodically based on fluctuations in market fuel prices. In particular, the FSC percentage is determined based on the average fuel price for the month. When fuel prices increase, operating costs rise accordingly, and FSC is adjusted upward; conversely, when fuel prices decrease or remain stable, FSC is reduced or maintained at an appropriate level.
Phụ phí nhiên liệu (FSC) không được giữ cố định mà được điều chỉnh theo từng kỳ dựa trên biến động giá dầu thị trường. Cụ thể, mức phần trăm FSC được xác định theo giá dầu bình quân trong tháng. Khi giá dầu tăng, chi phí vận hành tăng tương ứng và FSC sẽ được điều chỉnh tăng; ngược lại, khi giá dầu giảm hoặc ổn định, FSC sẽ được điều chỉnh giảm hoặc duy trì ở mức phù hợp.
The actual FSC amount for each shipment is calculated as a percentage of the freight rate. Therefore, with the same FSC percentage, different freight rates will result in different FSC amounts, ensuring that costs are allocated in proportion to the value of each shipment.
Mức phí FSC cụ thể của từng chuyến được tính theo tỷ lệ % trên giá cước vận chuyển. Do đó, với cùng một mức phần trăm FSC, giá cước khác nhau sẽ dẫn đến số tiền FSC khác nhau, đảm bảo chi phí được phân bổ tương ứng với giá trị từng lô hàng.
Based on April data, diesel prices recorded 8 adjustments, with an average price of VND 34,394 per liter. The corresponding rate of change was 71.97%. Accordingly, the Fuel Surcharge (FSC) is determined by multiplying this rate (71.97%) by 33%, resulting in an FSC of 23.75%. This coefficient is established based on the estimated fuel cost proportion of approximately 35% in the transportation cost structure and is adjusted to a fixed level of 33% to ensure stability and to limit excessive increases in the FSC, which could make it difficult for customers to accept the freight rates. Under this mechanism, each 1% change in fuel prices corresponds to 33%. This FSC level is applied to all shipments carried out in April. The FSC for May will be determined after all relevant data has been compiled and will be announced at the beginning of June. This periodic FSC mechanism helps accurately reflect actual fuel costs and ensures transparency in freight rate calculations.
Trên cơ sở dữ liệu tháng 4, giá dầu Diesel ghi nhận 8 lần điều chỉnh, với mức bình quân đạt 34.394 đồng/lít. Tỷ lệ biến động tương ứng là 71,97%. Từ đó, mức phụ phí nhiên liệu (FSC) được xác định bằng cách nhân tỷ lệ biến động này với hệ số 33%, tương ứng mức FSC áp dụng là 23,75%.. Hệ số này được xây dựng dựa trên tỷ trọng chi phí nhiên liệu ước tính khoảng 35% trong cơ cấu chi phí vận chuyển, đồng thời được điều chỉnh về mức cố định 33% nhằm đảm bảo tính ổn định và hạn chế việc FSC tăng quá cao, gây khó khăn cho khách hàng trong việc chấp nhận giá cước. Theo cơ chế này, mỗi 1% biến động của giá nhiên liệu sẽ tương ứng với 33%. Mức phụ phí này áp dụng cho toàn bộ các chuyến vận chuyển thực hiện trong tháng 4. Mức FSC của tháng 5 sẽ được xác định sau khi tổng hợp đầy đủ dữ liệu và công bố vào đầu tháng 6. Cơ chế FSC theo tháng giúp phản ánh sát chi phí nhiên liệu thực tế và đảm bảo tính minh bạch trong việc xây dựng giá cước vận chuyển.
