A. GIÁ DẦU THÁNG 3 BIẾN ĐỘNG MẠNH

DIESEL PRICES IN MARCH FLUCTUATED SIGNIFICANTLY

Trong tháng 3, giá dầu Diesel 0.05S-II có nhiều biến động rõ rệt với mức tăng giảm diễn ra liên tục theo từng thời điểm trong tháng. Diễn biến này không đi theo một xu hướng cố định mà thay đổi qua nhiều giai đoạn khác nhau, qua đó phản ánh rõ sự biến động trong giá dầu của thị trường. Theo số liệu công bố tại website Petrolimex: https://www.petrolimex.com.vn/ndi/thong-cao-bao-chi.html giá dầu Diesel bắt đầu tháng ở mức tương đối thấp 23.030 đồng/lít vào ngày 05/03. Chỉ trong vòng vài ngày sau đó, giá tăng nhanh lên 30.230 đồng/lít (07/03) và tiếp tục nhích lên 30.710 đồng/lít (10/03), cho thấy xu hướng tăng ban đầu khá rõ ràng.

In March, Diesel 0.05S-II prices showed significant fluctuations, with continuous increases and decreases at different periods throughout the month. These changes did not follow a consistent trend but evolved through multiple phases, reflecting the volatility of the fuel market. According to data published on the Petrolimex website (https://www.petrolimex.com.vn/ndi/thong-cao-bao-chi.html), diesel prices started the month at a relatively low level of VND 23,030 per liter on March 5. Within just a few days, prices increased rapidly to VND 30,230 per liter (March 7) and continued to rise slightly to VND 30,710 per liter (March 10), indicating a clear initial upward trend.

Tuy nhiên, diễn biến thị trường không duy trì theo một chiều khi giá dầu bất ngờ giảm xuống 26.470 đồng/lít vào ngày 11/03, tương ứng mức giảm hơn 4.000 đồng/lít chỉ trong thời gian ngắn. Ngay sau đó, giá phục hồi nhẹ lên 27.020 đồng/lít (12/03), phản ánh trạng thái dao động ngắn hạn của thị trường nhiên liệu.

However, the market did not follow a consistent trend, as fuel prices suddenly dropped to VND 26,470 per liter on March 11, representing a decrease of more than VND 4,000 per liter within a short period. Shortly thereafter, prices slightly recovered to VND 27,020 per liter on March 12, reflecting short-term volatility in the fuel market.

Bước sang giai đoạn giữa tháng, xu hướng tăng trở nên rõ rệt và mạnh mẽ hơn. Giá dầu đạt 33.420 đồng/lít vào ngày 19/03, đánh dấu một bước tăng đáng kể so với đầu tháng. Đặc biệt, đến ngày 24/03, giá dầu tăng vọt lên 39.660 đồng/lít, trở thành mức cao nhất trong toàn bộ tháng 3. So với thời điểm đầu tháng, mức giá này cao hơn khoảng 16.630 đồng/lít, tương đương mức tăng gần 72%, cho thấy cường độ biến động rất lớn trong thời gian chưa đầy ba tuần.

Entering the mid-month period, the upward trend became more pronounced and stronger. Diesel prices reached VND 33,420 per liter on March 19, marking a significant increase compared to the beginning of the month. Notably, on March 24, prices surged to VND 39,660 per liter, the highest level recorded throughout March. Compared to the beginning of the month, this represents an increase of approximately VND 16,630 per liter, equivalent to nearly 72% growth, highlighting the intensity of the fluctuation within less than three weeks.

Sau khi đạt đỉnh, giá dầu bắt đầu có xu hướng điều chỉnh giảm. Cụ thể, giá giảm xuống 37.890 đồng/lít (25/03) và tiếp tục xuống 35.440 đồng/lít (26/03). Mặc dù có dấu hiệu hạ nhiệt, mặt bằng giá cuối tháng vẫn cao hơn đáng kể so với đầu tháng, cho thấy xu hướng chung của tháng là tăng mạnh rồi điều chỉnh nhẹ.

After reaching its highest level, prices began to adjust downward. In particular, prices decreased to VND 37,890 per liter (March 25) and further declined to VND 35,440 per liter (March 26). Although there was a cooling trend, prices at the end of the month remained significantly higher than at the beginning, indicating an overall upward trend with a slight adjustment.

NEW WAY ANNOUNCES A FUEL SURCHARGE (FSC) OF 19.04%, APPLICABLE TO ALL SHIPMENTS IN MARCH 2026 AND PROVIDED TO OUR VALUED CUSTOMERS AND PARTNERS.

Phụ phí nhiên liệu (FSC) không được giữ cố định mà được điều chỉnh theo từng kỳ dựa trên biến động giá dầu thị trường. Cụ thể, mức phần trăm FSC được xác định theo giá dầu bình quân trong tháng. Khi giá dầu tăng, chi phí vận hành tăng tương ứng và FSC sẽ được điều chỉnh tăng; ngược lại, khi giá dầu giảm hoặc ổn định, FSC sẽ được điều chỉnh giảm hoặc duy trì ở mức phù hợp.

Mức phí FSC cụ thể của từng chuyến được tính theo tỷ lệ % trên giá cước vận chuyển. Do đó, với cùng một mức phần trăm FSC, giá cước khác nhau sẽ dẫn đến số tiền FSC khác nhau, đảm bảo chi phí được phân bổ tương ứng với giá trị từng lô hàng.

Trên cơ sở dữ liệu tháng 3, giá dầu Diesel ghi nhận 9 lần điều chỉnh, với mức bình quân đạt 31.541 đồng/lít. Tỷ lệ biến động tương ứng là 57,71%. Từ đó, mức phụ phí nhiên liệu (FSC) được xác định bằng cách nhân tỷ lệ biến động này với hệ số 33%, tương ứng mức FSC áp dụng là 19,04%.. Hệ số này được xây dựng dựa trên tỷ trọng chi phí nhiên liệu ước tính khoảng 35% trong cơ cấu chi phí vận chuyển, đồng thời được điều chỉnh về mức cố định 33% nhằm đảm bảo tính ổn định và hạn chế việc FSC tăng quá cao, gây khó khăn cho khách hàng trong việc chấp nhận giá cước. Theo cơ chế này, mỗi 1% biến động của giá nhiên liệu sẽ tương ứng với 33%. Mức phụ phí này áp dụng cho toàn bộ các chuyến vận chuyển thực hiện trong tháng3. Mức FSC của tháng 4 sẽ được xác định sau khi tổng hợp đầy đủ dữ liệu và công bố vào đầu tháng 5. Cơ chế FSC theo tháng giúp phản ánh sát chi phí nhiên liệu thực tế và đảm bảo tính minh bạch trong việc xây dựng giá cước vận chuyển.

The Fuel Surcharge (FSC) is not fixed but is adjusted periodically based on fluctuations in market fuel prices. In particular, the FSC percentage is determined based on the average fuel price for the month. When fuel prices increase, operating costs rise accordingly, and FSC is adjusted upward; conversely, when fuel prices decrease or remain stable, FSC is reduced or maintained at an appropriate level.

The actual FSC amount for each shipment is calculated as a percentage of the freight rate. Therefore, with the same FSC percentage, different freight rates will result in different FSC amounts, ensuring that costs are allocated in proportion to the value of each shipment.

Based on March data, diesel prices recorded 9 adjustments, with an average price of VND 31,541 per liter. The corresponding rate of change was 57.71%. Accordingly, the Fuel Surcharge (FSC) is determined by multiplying this rate (57.71%) by 33%, resulting in an FSC of 19.04%. This coefficient is established based on the estimated fuel cost proportion of approximately 35% in the transportation cost structure and is adjusted to a fixed level of 33% to ensure stability and to limit excessive increases in the FSC, which could make it difficult for customers to accept the freight rates. Under this mechanism, each 1% change in fuel prices corresponds to 33%. This FSC level is applied to all shipments carried out in March. The FSC for April will be determined after all relevant data has been compiled and will be announced at the beginning of May. This periodic FSC mechanism helps accurately reflect actual fuel costs and ensures transparency in freight rate calculations.
